The City of Charleston exempts cabinets and countertops from a building permit only when no plumbing, gas or electrical work goes with them, and only outside the BAR districts and outside the AE and VE flood zones. A large share of Downtown Charleston housing sits inside the historic districts governed by the Board of Architectural Review. For a kitchen that is mostly good news. Section 54-237 of the ordinance says the board shall not consider interior arrangement or interior design, so cabinetry, an island, a relocated range and a new floor are a building-permit matter and nothing more. The board becomes relevant the moment the work shows from the street: a new window over a sink, a rear addition to gain square footage, a hood terminating on a visible elevation. Which of those apply gets settled at the estimate.

Older systems are the other variable. Original waste lines, undersized panels and framing put in long before the current code turn up often enough on the peninsula that we assume them until we can see otherwise, and we say so in the estimate rather than burying an allowance in it. That is the difference between a change order in week three and a number you could rely on in week one.
