Start with your address, not with your project

Every one of the town pages above answers the same first question in a different way: who has to say yes before work can start at your address? It is the least glamorous part of a renovation and the part that most often decides a start date, and the answer is not something you can read off an envelope.

Town limits decide who issues your permit

If your address sits inside an incorporated town or city, that municipality typically issues your residential building permit and inspects the work. If it does not, the county does. On the York County side, that split is stark: Rock Hill, Fort Mill, Tega Cay and Clover are incorporated and permit their own work, while York County Planning and Development Services issues permits for the unincorporated areas of the county plus the towns of Hickory Grove and Sharon. That is why Lake Wylie and River Hills — both well-known places with strong identities and no town hall — go through the county. Indian Land is a further step out: it is unincorporated and in Lancaster County rather than York, so Lancaster County Building Services permits and inspects it.

On the Charleston side the same logic produces different surprises. Daniel Island is inside the City of Charleston but sits in Berkeley County, and it is zoned by a City of Charleston master-plan ordinance. Mount Pleasant is its own town with its own building department and its own residential permit allocation system. Summerville is a single town whose boundary reaches into three counties — Dorchester, Berkeley and Charleston — which is why we confirm the jurisdiction before filing rather than assuming it.

Design review is a separate approval entirely

A building permit says the work meets code. It says nothing about whether your exterior is allowed to look the way you want it to. That second question is answered by a design review body, and there are two kinds. Public ones — a historic district board or preservation commission — are created by ordinance, apply published guidelines, hold public meetings and require a certificate of appropriateness before exterior work in the district begins. Private ones are architectural committees created by the covenants recorded against your deed and answerable to a property owners association; their standard is contractual and their process internal. Either kind can hold your start date on its own, independently of the permit, and both meet on calendars rather than queues, so an incomplete package is deferred rather than corrected. What stays the same everywhere

One South Carolina license, CLG.127339, which you can look up yourself rather than take our word for. Southeastern Renovation holds the contract, pulls the building permit for the contracted scope and runs the schedule; the plumbing, electrical and mechanical work is performed by licensed trade subcontractors who pull their own trade permits under their own licenses and meet their own inspections, because South Carolina licenses those trades separately from residential building work. We write fixed-price and cost-plus contracts depending on how completely a scope can be defined before demolition, and on a fixed-price contract three documented things can move the total: a change you request, a selection above a written allowance, and a concealed condition found once something is open.
