Renovating in Clover — a town permit, not a county one
Clover sits at the top of York County, close enough to Lake Wylie and the state line that a lot of what gets said about "the Charlotte area" gets applied to it by default. Most of that is harmless. One piece of it is not: the assumption that York County issues your building permit. For an address inside Clover town limits, it does not.
Who issues your building permit
Clover is an incorporated town, one of the municipalities York County lists within its borders. York County's own permit office is explicit about its reach: it issues building permits within the unincorporated areas of York County, plus the towns of Hickory Grove and Sharon. Clover is not on that short list, which means permitting and inspections for work inside town limits are handled by the town rather than by the county. It is a small distinction that decides which counter your paperwork goes to, and it is worth confirming your address is actually inside the corporate limits rather than in the surrounding county — a Clover mailing address does not settle the question by itself, and plenty of properties on Clover roads sit in unincorporated York County, where the county permits and the county's Building and Codes division inspects.
The historic overlay in the town core
Clover has an architectural review board and a historic preservation overlay covering part of the older town core, under which exterior alterations, new construction and demolition need a certificate of appropriateness before work starts. Whether that applies to you is a function of where the property line sits, not of how old the house looks, so it is worth establishing early — a design-review approval and a building permit are separate processes with separate calendars, and clearing one tells you nothing about the other. Outside the overlay, most of Clover has no town-level architectural review at all. What it does have, in several subdivisions, is a private architectural review committee created by the covenants recorded against the deed. Those answer to a property owners association rather than to the town, and their governing documents are the ones you agreed to at closing.
Two kinds of Clover house, two kinds of project
Renovation work here tends to split. In and around the older core, projects are usually about undoing decades of piecemeal updating: a kitchen that was modernized once in a previous era and never again, wiring that has been extended rather than replaced, a bathroom carved out of a closet at some point nobody remembers. Those jobs reward opening things up early and pricing what is actually behind the plaster. Further out, on the larger county lots, the questions are different — well and septic rather than municipal water and sewer, longer utility runs, driveways that have to carry a delivery truck in February. Neither is harder than the other. They just need different questions asked at the walkthrough, and an estimate written before those questions are answered is a guess wearing a suit.
Who actually performs the work
Southeastern Renovation holds the contract, pulls the building permit for the contracted scope, and runs the schedule. The plumbing, electrical and mechanical work is performed by licensed trade subcontractors who pull their own trade permits under their own licenses and meet their own inspections. In South Carolina, residential building work is licensed through the Residential Builders Commission at the Department of Labor, Licensing and Regulation, and our license — CLG.127339 — can be looked up there without taking our word for it. How the number gets written
We write fixed-price and cost-plus contracts, and which one we propose depends on how completely the scope can be defined before demolition. On a fixed-price contract, three documented things can move the total: a change you ask for, a selection above a written allowance, and a concealed condition found once a wall or floor is open. Workmanship carries a 1-year warranty; the products installed carry their manufacturers' warranties on their own terms.
