And there is everything the last thirty years built around it, where a private committee does the same job under a different kind of authority. Which one you are in changes the paperwork, the calendar and the argument.

Who issues your building permit

Fort Mill is an incorporated town in York County, and the Town of Fort Mill Building and Codes Department handles building plan review, permitting and inspections for addresses inside town limits. Submittals are routed by the town's development coordinator to the reviewers who need to see them — building, planning, stormwater — and the town's own inspectors carry out the inspections. York County's permit office covers the unincorporated areas of the county, so a Fort Mill mailing address that turns out to sit outside town limits follows a completely different path. The Historic Review Board, if you are in the district
