Renovating in River Hills — two approvals, neither of them a town's
River Hills is a private community on the lake, and a renovation here answers to two authorities that have nothing to do with each other. One is the county, which cares whether the work meets code. The other is the community association, which cares what the work looks like. Clearing one tells you nothing at all about the other, and the second is usually the one that decides your start date.
Who issues your building permit
River Hills is not an incorporated municipality — it does not appear among the towns and cities York County lists within its borders — so there is no town hall in the path. York County Planning and Development Services handles permitting for the unincorporated areas of the county, and the county's Building and Codes division carries out the inspections. That is the ordinary route for an address here. Because River Hills sits close to Clover and to Tega Cay, both of which permit their own work through their own departments, it is worth confirming your parcel's jurisdiction rather than borrowing a neighbor's experience from the other side of a line.
The community association is the real gatekeeper
The River Hills Community Association says that to remove, replace or improve your house, driveway, walkway or landscape, you file for a permit with the Association. Depending on the work, the RHCA office may issue it, or for more significant requests the Architectural Review Committee must review and approve it; its application deadlines and review schedule are printed monthly in the River Hills “Neighbor”. The threshold is lower than most homeowners expect, so ask before you assume a change is too small to count. That review is a private contractual matter, governed by the covenants recorded against your deed rather than by any ordinance, which means the standard is whatever the governing documents say it is and the appeal path is internal. The practical consequence is straightforward: read the guidelines before you draw, not after. Additions and new electrical
An addition, a finished bonus room or a new circuit for a kitchen, EV charger or generator is permitted work with York County, which requires a permit to construct, enlarge or alter a building and to install, alter or replace electrical, gas, mechanical or plumbing systems. The county's addition and renovation application asks for an HOA approval letter where one is required, so the Association approval comes first. Working inside a gated, occupied community
The logistics are their own discipline. Gate access for crews and deliveries, where a dumpster may sit and for how long, hours when work may make noise, which route a materials truck takes, where a crew parks — these are settled with the association before the first day, not negotiated on it. Communities of this kind also tend to have opinions about site tidiness that go beyond the ordinary, which suits us: daily cleanup is cheaper than a complaint. What this means for your estimate is that a certain amount of the schedule is governed by rules rather than by work, and a contractor who has not accounted for that will be late in a way that looks like carelessness.
What the water asks of the house
On lots near the shoreline, anything that touches the bank or the water — docks, seawalls, ramps — is a separate approval under the utility's shoreline management program, not part of a county building permit. Treat it as its own track and start it early. On the house itself, water is mostly about grade and drainage: where roof and hardscape water goes after a heavy storm decides whether a crawl space stays dry, and that is a question worth answering before you spend money on finishes inside. Exterior materials on an exposed lakefront lot also weather harder than their inland equivalents, so specifying for exposure at the start is far cheaper than correcting for it later.
Who performs the work, and how the price is written

Plumbing, electrical and mechanical work is performed by licensed trade subcontractors who pull their own trade permits under their own licenses and meet their own inspections — South Carolina licenses those trades separately from residential building work.
