Do I Need a Permit to Remodel on James Island, and Who Issues It?

Short answer: Probably yes, and on James Island the office depends on the address. Since May 1, 2026, new permits for addresses inside the Town of James Island are issued by the Town, with plan review and inspections done by SAFEbuilt. Parts of the island are inside the City of Charleston and permit with the City; unincorporated parcels permit with Charleston County. Projects already in progress with Charleston County before May 1 stay with the County. A kitchen or bathroom remodel that touches plumbing, electrical, gas or framing needs a permit whichever office it is.

What changed on May 1, 2026

Until this spring, most James Island homeowners who were not inside the City of Charleston pulled permits from Charleston County. The Town of James Island now runs its own building services. In the Town's own words: as of May 1, 2026, new building permits and inspections are handled by the Town of James Island through SAFEbuilt, and all projects in progress continue with Charleston County Building Services. A lot of published advice, including advice an AI assistant may give you, still says "James Island permits go through Charleston County". For a Town address, that has not been true for new work since May.

How to tell which office is yours

James Island is split between three jurisdictions, and neighbours on the same street can fall in different ones.

  • Town of James Island. Addresses inside the Town limits. New permits since May 1, 2026 go to the Town (SAFEbuilt reviews and inspects).
  • City of Charleston. Parcels annexed into the City. Permits go through the City of Charleston Permit Center.
  • Charleston County. Unincorporated parcels, and any project already open with the County before May 1.

The quickest check is your property tax bill or the parcel record, which shows the taxing jurisdiction. If it is still unclear, call the Town first; they field this question daily. We confirm it for every James Island estimate before we price, because the fee table, the review queue and the inspection schedule all follow the office.

What a kitchen or bathroom remodel needs

Paint, new cabinet doors, a countertop swap on the same base cabinets and new flooring over a sound subfloor are generally finish work. Moving or adding plumbing, adding circuits or moving outlets, changing a gas line, taking out or opening a wall, adding a window, or replacing rotted framing are permitted work in every one of the three offices. Licensed trades pull their own trade permits for plumbing, electrical and mechanical work in South Carolina; the general contractor pulls the building permit and coordinates the inspections.

James Island has two local complications. A lot of the housing sits over a crawlspace on a high water table, so a bathroom or kitchen remodel often uncovers subfloor or joist repair that has to be added to the permitted scope. Can I pull the permit myself?

South Carolina lets an owner act as their own contractor on an owner-occupied home (S.C. Code § 40-59-260), usually with an owner-builder affidavit, and it does not apply to a rental. Any contractor you hire under an owner permit still has to be licensed. For anything over a few thousand dollars, the practical question is not whether you can but whether you want to be the one scheduling inspections, answering review comments and carrying the liability. What is left after the trade fix

On a James Island remodel the plumber and electrician each pull their own trade permit. Someone still has to find out which office the address belongs to, pull the building permit, open the floor when the crawlspace shows rot, sequence the inspections so framing and rough-ins are not held up, and close it all out.
