Short answer: For rewiring, a panel change or new circuits, you should expect one, and in Indian Land it comes from Lancaster County. The County's permit portal lists "Electric, HVAC, Gas and Plumbing Permits" among the residential permits it takes, and every contractor and subcontractor has to hold a current South Carolina licence. A homeowner can pull the permit only as an owner-builder on the house they live in, with an owner-contractor affidavit, and anyone they hire still has to be licensed. The County does not publish a list of exempt electrical work, so call (803) 285-1969 before assuming a small job needs nothing.
What Lancaster County actually requires
Lancaster County takes residential permits through its online portal, which lists "Electric, HVAC, Gas and Plumbing Permits (MPEG)" among the permits you can apply for. Its rules for who may do the work are short:
- Licensed, and current. "Contractors must be licensed by the state of South Carolina and must be current. Any sub contractors must also be licensed."
- Electricians are specialty contractors. Electricians are on the County's list of residential specialty contractors, who can contract with a builder, general contractor or homeowner for work over $500; work over $5,000 needs a bond filed with the SC Building Codes Council.
- One permit per job. "Permits are all-inclusive; sub-contractor permits are not issued – sub-contractors are noted on permits." On a remodel, the electrician is named on the main permit instead of pulling a separate one.
The code in effect is the 2021 International Residential Code with South Carolina modifications.
Homeowner or licensed electrician?
South Carolina Code section 40-59-260 lets an owner act as their own contractor on an owner-occupied house, and Lancaster County applies it to "new construction, additions, finishing unfinished area or renovation." The conditions, from the County's residential page and its homeowner exemption form:
- It does not apply to rental property, and the house must not be sold or rented for two years.
- An owner-contractor affidavit is filed with the permit application.
- "You must supervise the construction yourself."
- "You may not hire an unlicensed person as your residential builder or specialty contractor."
- A notice must be filed with the Register of Deeds; "Failure to do so revokes the statutory exemption."
The same form states that residential work over $200 in labor and material has to be done by licensed builders and specialty contractors, so a handyman is not a way around the licence rule.
What you can do without hiring anyone
Make sure you are dealing with the right county: Indian Land is Lancaster County, not York County; see who issues building permits in Indian Land. Then call Lancaster County Building on (803) 285-1969, describe the job, and ask whether it needs a permit.

How inspections work
The County's rough inspection covers "Framing, electrical, mechanical and plumbing rough installation," and insulation cannot go in until all previous inspections are done, so walls opened for new circuits stay open until the electrical rough-in passes. Schedule online or on (803) 285-1969: "Normally, if we receive your request by 3 pm today, we will conduct the inspection tomorrow," with no appointment times. "You do not need to be present if we have access to the area the inspection is requested." Results are emailed if you book through the portal, and pets must be confined or restrained.
When it becomes serious
A permit that sits too long lapses: "Permits expire if no inspection is done for a period of 180 days." On a slow remodel, keep inspections moving. For an addition, the County says residential specialty contractors "cannot be the main contractor on any addition or new construction," so an electrician alone cannot run that job.
What is left after the trade fix
The licensed electrician does the wiring. Because Lancaster issues one all-inclusive permit with subcontractors listed on it, someone has to hold that permit, schedule the rough-in so insulation and drywall are not held up, patch and finish every wall and ceiling that was opened, and book the final. On a remodel that is the general contractor's job, and it is ours in Indian Land.
Local notes: fees and review time
For a renovation, Lancaster County bases the fee on the contract: include a copy of the contract with the application; the permit fee is the cost x .0075, and plan review is 10% of the permit fee. The County says it makes every effort to finish review within 5 to 7 business days.
