Here is the part almost no Charleston homeowner has been told. Charleston Water System has installed a dual check valve on every residential water service since 1985. A check valve makes the house a closed system, and in a closed system heated water has nowhere to expand to — so the code requires a thermal expansion device. Mount Pleasant Waterworks states it outright: a thermal expansion device is required by local building codes on a closed water system.
The practical consequence is that most homes on CWS service need an expansion tank, and a great many do not have one. Without it, every heating cycle spikes the pressure in the system. That is what weeps a temperature-and-pressure valve, what shortens tank life, and what people mistake for a faulty relief valve when the valve is doing exactly its job.
Sizing is the other place installations go wrong. Undersizing produces a household that runs out of hot water every evening; oversizing means paying to keep water hot that nobody uses. The right size is a function of how many people are actually in the house and how the fixtures get used, not of what happened to be there before.

Check a possible electric-water-heater rebate separately: Rock Hill's SmartChoice program serves eligible City electric customers; living in the Rock Hill area does not by itself establish eligibility. The residential application lists up to $225 for a 40–60-gallon electric water heater and up to $275 above 60 gallons, limited by the heater's value. The program requires a load-management device, permit and inspection requirements, and a rebate request within six months of installation/replacement. Confirm the property, equipment and current application requirements with the City before counting a rebate in the budget; it is not a guaranteed discount from Southeastern Renovation.
