Vitrified clay was the standard sewer lateral material for decades and it fails in a characteristic way. In CWS’s own words, these laterals "often crack, break, separate, or have faulty seals at the joints", which lets stormwater and groundwater into the sanitary sewer. That infiltration is expensive for the utility and, in volume, contributes to sewer overflows — which is why they are willing to pay toward fixing it on private property.
The program is system-wide, but CWS gives priority to applicants in West Ashley because of known infiltration problems there. Eligibility is limited to single-family residential sewer customers with a clay lateral, and household income must not exceed 150% of area median — for a household of four in 2026 that ceiling is $166,350, so it is not a narrow means test.
The order of operations matters and catches people out. You apply first, CWS reviews eligibility and authorizes the work, and only then do you hire a licensed plumber. Replacing the lateral before you are authorized forfeits the reimbursement. CWS requires a full lateral replacement rather than a spot repair, though lining the full lateral may be considered case by case, and the claim needs an itemized receipt plus before-and-after photographs.
