Roof age is first. Panels last decades; a roof with a few years left means taking the array off and putting it back to reroof, at a cost nobody budgets for. If the roof is near the end, it is replaced first or the whole thing is deferred.
Structure is second. An array adds load and adds uplift, and in a coastal wind zone the attachment and flashing detail matter more than they do inland — a penetration that leaks is a roof problem long before it is a solar problem.
