The Charleston Lowcountry and York County on the South Carolina side of the Charlotte metro, across Charleston, Dorchester and York counties. Each town below has its own permit authority and its own housing stock, and both change what the work involves.
Most houses here sit over a vented crawl space, and in this climate that design works against the house. Standing water, cupped floors and a musty smell upstairs all start in the same place.
The vented crawl space was designed for a dry climate. In the Lowcountry it does the opposite of what it promises: humid outside air comes through the vents, meets framing and ductwork that the air conditioning has cooled, and condenses on them. The result is a permanently damp cushion under the house — wood rot risk, mould, and an air conditioner upstairs spending its capacity dehumidifying instead of cooling.
The high water table makes it worse. Much of the region sits close to sea level, so after heavy rain the ground under a crawl space can hold water for days. A vapour barrier laid over wet ground without addressing the water is a barrier over a puddle.
A proper encapsulation is four things together, and leaving any one out is why encapsulations fail: drainage and a sump where groundwater actually arrives, a sealed liner across the ground and up the piers, the vents closed and the perimeter insulated rather than the joists, and a dehumidifier sized to the space and drained to somewhere it will still be draining in three years.
The tell that a house needs it is rarely the crawl space, because nobody goes down there. It is hardwood cupping along the boards, a smell that returns in summer, high indoor humidity the thermostat cannot fix, and ductwork sweating.

Water first — standing water, a spring line or simply saturated ground has to be dealt with before a liner goes anywhere near it, because a vapour barrier over saturated ground is a barrier over a puddle. Then structure, because a sealed crawl space over a failing girder is an expensive way to hide it. Then the liner, the perimeter and a way to control humidity.
The encapsulation itself is usually not permitted work in any of these four towns.
