Quick answer: Window replacement depends on the frame, not the glass. Fogging between panes is a failed seal, and often only the glass unit needs replacing. A failed seal in a double-glazed unit — the fogging between the panes — is a glass problem and often just the unit, not the window. A sash that will not stay up, a frame that has rotted at the sill, or an opening that has moved enough that the window no longer closes against its weatherstrip: those are replacement conversations.
The pricing split people do not expect is insert versus full-frame. An insert replacement fits a new window inside the existing frame, which is faster and cheaper and entirely reasonable when the frame is sound. A full-frame replacement takes it back to the rough opening, which is what you need when the sill has gone — and it is the honest answer when the rot is why you called.
On the coast, add salt. Hardware, balances and any exposed fastener corrode faster within a few miles of the water, which shortens the life of the moving parts long before the frame itself is finished.
