Preparation again decides the outcome. Failing paint has to come off rather than be painted over, bare wood has to be primed, and anything that has rotted has to be replaced first — paint over rot buys a season and hides the problem while it gets worse.
Timing matters more outside than in. Painting onto a surface that is damp, or in the hours when dew is about to fall, traps moisture under the film, and that is where early peeling comes from.
Downtown and in the historic districts, exterior color can be subject to review as well as to taste. That is a schedule item worth knowing about before the scaffolding is booked, not after.
